Both of which are rights......and internationally are free. The United States is only one a few countries without free healthcare or education, and scores very low against every developed country on both.

Most educational research is funded by governments. When you realize that just about everything known, everything taught, was funded by governments and the knowledge mostly age old......you come to the conclusion that the right to this knowledge should be free. Not that it matters, colleges are dying, running out of students, funds drying up. Why? Because people can get a free education online.
