They don't need to change the language. They just have to get judges to carve out exceptions based on some higher purpose. It's the exact same way many of our other Amendments have largely become worthless.

The Constitution gets tweaked by judges all the time.

All you need is a "hate speech" exception thats vague enough to prosecute unpopular opinions.
