It is, which is why it was cited in the dismissal, The order states: "The State of Texas's motion for leave to file a bill of complaint is denied for lack of standing under Article III of the Constitution. Texas has not demonstrated a judicially cognizable interest in the manner in which another State conducts its elections. All other pending motions are dismissed as moot."

Basically the decision states that if other states want to have illegal activities they can, petitioner states have no right to demand that other states abide by the law.

If so.. how can that be legal to allow one state to be illegal and not have an interest in it?

That's not even close to what they said. They said that Texas has no standing PER THE CONSTITUTION to bring this suit, because what another state does isn't Texas fucking business.
