Even if they managed to do it in less than 18 months, you think that people will cheer being in darkness for any prolongud period of time in the supposed #1 superpower on Earth? Or that any of the others wouldn't take advantage of it?

Doesn't matter what the Corp of Engineers can or can't do if we're balls deep in a revolution aided by our enemies. Reconstruction efforts don't exist in a bubble and people might not care to give the remnant of the U.S. Government a chance to fix it to begin with. People are stupid panicky creatures who will go with whoever promises them the most comfort.

Assuming ~200 dedicated >5MVA transformers built or aquired? And installed? Six months is very optimistic, but not completely out of the question if there is no logistical pressure and no shortage in specialists.m
