Sweden did shut down. There are restrictions on restaurants and bars, limiting the number of customers allowed in, with hefty fines and forced closure on violation. Gatherings are prohibited (I believe the limit is 50), so concerts are not allowed. Sports are now allowed, but without spectators.
Use Belarus as an example instead. They did not shut anything down. The only measure they took was two weeks of quarantine (at home) after arriving from another country.
