It does. It establishes that the trust required to allow these entities to forcibly inject anyone with anything has not been earned. On the contrary it shows that they should not be trusted as there is a historical pattern of corruption involved.
The purpose of the bill was to prevent outbreaks from occurring in schools. Be against mandatory vaccination all you want, but keep your vulnerable children away from others. If you don't want your child to be vaccinated then keep them at home where you can home-school them.
Or people could just make sure their children's immune system remain tip top. Avoiding mercury goes a long way in doing that;) Most of the outbreaks have been spread among vaccinated populations to begin with, including the one that inspired the California bill.
To a paranoid mind, perhaps. You can spin it however you wish. I am thankful that most people understand the risks and rewards of getting vaccinations and this ridiculous conspiracy about "forced" vaccinations can be put to pasture much like many other hysterical, collective delusions.It's time to move on to more important, REAL things to get upset over. This subject is "over" in much the same way the battle over abortion and gay marriage is over. Sure, you can get all upset about it, but it's gonna happen. I for one am thankful.

Forced vaccination bills have failed in more states than won...so if anything is going to happen vaccination, even at the school level, will become voluntary.
