Most of the "modernization" of the nuclear arsenal is directly related to the components and wouldn't really be a modernization of the system from an outside perspective. US ICMBs, for example, still run on VAX minicomputers that are nearly impossible to get parts for at this point, so the plan is to replace them with modern microcomputers... that mimic the old VAXes exactly and slot right into their place.
The B61, for its part, has seen constant development work over the years since it's been deployed, so it's not all a red queen's race.
