The OSHA standard is based on environmental conditions. Has nothing to do with dissolved O2 in your blood. For instance you need to go down into a manhole or other confined space, you need to have a meter with you to make sure O2 levels aren't too low. Gasses could drop down and displace the O2. Measuring inside the mask isn't really the same thing. I work in construction and the safety guy at our company is hardcore so we go through training on this stuff all the time.

That other guy has a point, measuring dissolved O2 in your blood would tell if wearing the mask is actually affecting you, but it has nothing to do with the OSHA reg. when you consider the volume of air in the mask (amounting to the volume of exhaled air you are re-breathing) is pretty small compared to the volume of air your lungs can hold, I would be surprised if there was any difference at all, unless you were taking super small shallow breaths the entire time. Once you have sucked in the air inside the mask, all additional air has the same O2 content as the ambient air around you, which is why that is what the standard measures. Construction guys wear N95 masks all the time, even just sweeping up. I hate the masks but OP's vid is bullshit.
