About half of the cases in Wisconsin are in Milwaukee, far more than half if you include the greater Milwaukee area (Milwaukee, Racine, Kenosha, and Waukesha counties). There are still counties that have zero confirmed cases. Less than 10% are testing positive. And the Democratic governor of Wisconsin has shut down the entire state for these areas (Madison is a huge chunk of the problem too).

Wisconsin is a perfect example of democratic, city-focused politicians hurting rural people to protect people in the city. In the future, it will be used as a perfect example of how dems in cities hurt rural Americans.
But the bright news is that Evers has ensured Wisconsin goes red after this. These business owners who have been shut down until the end of May for less than 10 cases are going to be absolutely furious with how Evers failed to take in a county by country approach. And Wisconsin is a red leaning swing state.
It's going to be red as fuck in 2020, but the gubernatorial race isn't until 2022. I think Wisconsin will see recall elections.
