If we were really a free country then he could stay open and people would be free to go patronize his establishment. Nobody is forcing people to go out to eat, they can decide not to go out if they want.

Freedom isn't absolute. One person's freedom ends where another's begins. You aren't free to steal my money, for example. Why would you think that there is some imaginary "right" to spread viruses during an epidemic?
