We were helping out an older man at the bar once. He was having problems breathing. We called an ambulance but instead the cops showed up and tried to kick him out of the bar. He couldn't stand and after 15 whole minutes of the cops trying to get him to leave they had to call an ambulance themselves. No fucking clue as to why the cops came instead of fire or ems. Especially since my friend told the dispatcher he thought the guy was having a heart attack.

Yes but the ambulance never came until they called one.

If you live in a shithole or the specifically rough area of town, yup, the EMS will wait nearby somewhere a few streets away until the police unit arrives, if the cops are there earlier then the EMS they will usually go in.
