I suspect they're using an overly broad definition of the word.

11% isn't the result of an overly broad definition.

You think so?

At my school only a few percent of kids were actual "bullies". We had one but he got kicked out. He was a loser who liked picking on other kids to make himself feel tough.

On the other hand, there was one kid whom everybody in the whole year picked on. But we didn't consider ourselves bullies, merely having fun.

I suspect you dislike being confronted with evidence you dislike.
