At my school only a few percent of kids were actual "bullies". We had one but he got kicked out. He was a loser who liked picking on other kids to make himself feel tough.
On the other hand, there was one kid whom everybody in the whole year picked on. But we didn't consider ourselves bullies, merely having fun.
