I wonder if these towns were chosen for having high Muslim populations, or if they are just cities where air force personnel who work on drone campaigns happen to live. If it's the former, it was done with hopes that SOMEONE would hear the message and do it. If it's the latter, it's much more specific targets which means they're counting on a rather sophisticated coordination of resources.

Probably a mix between the two. Sending out a large blanket request in the hopes of attracting the attention of a psychotic lone wolf or two.

It seems based on the locations of specific service members. I think it's primarily fear-mongering but you're right that one aspect is likely to put it out there and see what happens.

The "kill list" included information about particular service members ISIS wants killed. The cities are where they live or at least where ISIS says they live and other locations related to them.
