The other four companies should refuse to cover for them. Not for residential fires, but anything commercial and township owned or any homes owned by the leaders of that town.
I think they're more like independant firehouses than completely separate services with separate jurisdictions. But yes, if the remaining companies refused to cover the councillors anymore that'd definitely send a message.

It's being covered by four other volunteer fire companies.
I have to say though, it makes me wonder how flammable the commissioners' houses are.
