If he was already an intel asset/program, this was likely done simply to let an asset off the hook, to give it a plausible explanation for why he isn't going to 'federal-fuck-me-in-the-ass' prison without raising alarm bells with the public (which clearly didn't work out).
After all, they can't just come out and say "Look, this is a corrupt government blackmail operation. It's national security. Let him go. He's with us."
