You dont see legislators making laws that make higher education mandatory, exercise mandatory, or drinking water mandatory.

But this isn't about telling people how to live, it's about attempting to lessen poverty and cause economic growth. Now whilst it's certainly debatable whether this will or won't accomplish those things, you can't bemoan senators enforcing changes that they think will stimulate economic growth and help tackle poverty (unless you're directly debating whether or not the changes will be effective, which is a fair debate to have).
