Guillotine, no fda required. Quick and painless I imagine compared to the chair that takes a second or so, if worse comes to worse then the old reliable helicopter ride is an option. Hell we could go muslim with stoning but use like 20 hybrid pitching machines with steel balls shot all at once with tracking lidar/radar to make sure no one gets away.
