Pretty much the same reason in many places it's illegal to put money in someone else's parking meter. They want to collect those fines.

When you get into the area of any large company, government, corporate, whatever, you get a lot of bull shit that doesn't make sense from a common sense angle. These companies have fleets of lawyers who see everything as a case of black and white "fairness". Their logic is likely something along the lines that while working, the booth operator is representing the toll booth collecting company. If that booth collector pays one person's toll, then the next person will potentially wonder "Why didn't the company pay my toll, how come that guy gets special treatment, why does that guy get a free toll, was it a contest, i was not made aware of the contest, why was he selected, I'm going to sue".

The next guy being "every other potential toll payer".
