You can't get a government email without being on the payroll man. They can't issue one unless your an employee. I didn't make a leap of logic, I actually used to manage government systems. One job was for the DOJ for mortgage fraud and the other company was managing email systems for the USDA.

So please, stop talking about things you don't understand.

That's an appeal to authority. It's not an argument or proof. Also, have you ever issued congressional e-mail accounts?

It's a DOT GOV account. All of those require you to be on the a government payroll to be issues any email with a .gov extension. The domain could be anything, but that extension requires you to be on the payroll for the government.

Note you can be on the payroll as an unpaid intern even. But you still show up on the payrolls. Everything is accounted for or rather supposed to be in regards to government accounts.
