From what I've heard about PG, things like Justin's Beiber's supposed comment about pedophiles in the music industry, and pondering what may be an extreme problem in secular society, I think there are pedo cabals. While some pedos are arrested, in the right circles, being a pedo may well lead to an accelerated career, as other pedos will trust you and advance you because they would be able to blackmail you.
People like to be happy; ergo, they close their minds to things they don't want to see, like pedophilia. As far as the prevalence of pedophilia, I had a very sheltered/protected childhood and I remember at least 3 invitations from adult men, all of which I declined. The first time, I was about 7 and a neighbor told me he had a whole garage set up with model cars and racetracks, and he invited me over. (While it is possible that was simply innocent, how many adults played that extensively with model cars and invite children they have just met to come over?) The last time was when I was 16; I'd been in the scouts less than a year when a new scoutmaster invited me to a skinny dipping party. There were also men in the neighborhood that other children advised me to avoid. Also, it was public knowledge that a 12 year old neighbor boy regularly slept at the house of an unrelated 30 year old neighborhood man. Also, at a HS reunion, a former classmate commented that a coach had fucked all the girls. As an adult, I've known people who were abused. Pedophilia is very common.
When one sees a video like Biden with all the Senate children, or reads a Podesta email extolling a pool party with children as entertainment, assuming pedophilia should not be dismissed as "thinking the worst", it is merely assessing behavior with an open mind.
