Read up on the afghan war and you'll see just how difficult and ridiculous the rules of engagement were for the troops. Terrorists would fire on soldiers, then when cornered they would drop their weapons - meaning its illegal to shoot them, can't shoot an unarmed enemy. Because they can't strictly prove they were firing the guns at them, they sometimes don't even detain them for long.
Or you have a group that fire a few RPGs at a patrol, then flee inside the nearest mosque. Troops get on a loud speaker and try to taunt them to come out, then give up and go home frustrated.
Anyone with a brain knows that isn't how you wage war. A real war, you wage it as total war. You kill the soldiers, destroy their munitions, bomb their factories and the people that work in them, and anything that is a vaguely valid target you fucking smash it into oblivion.
People point to WW2 and how the involved countries managed to fight with rules, but even then there were exceptions. Britain firebombed the shit out of the city of Dresden under the pretense of it being a valid military industrial target. In reality, we just wanted to terrorize the Germans into submission because we were so pissed off at their V2 attacks and general competence that we wanted to deliver a punch they'd remember generations later. America ended the war formally by telling Japan to get fucked and bombing civilians.
