I wouldn't know about the internal culture of the large companies. I'm a contractor and shoe horned into doing exactly what my contract states (I'd be breaking the contract if I worked extra hours, for example). I see my client downsizing their actual employees and hiring on contractors (even rehiring downsized employees as contractors) to avoid the extra charges that having us on the payroll would entail (like having to pay health insurance).
Most of what looks like laziness from my point of view comes from the contractors who work by the book. Sometimes this causes excessive downtime and web surfing (like me) which can lead into being slow as shit (like me). But, the clients themselves have a list of other things getting in the way, like a fucked up tech catalog, or reorganization, or them early retiring the only person that actually knew how anything worked.
Quite honestly, I'm not pointing at the jew when it comes to the tech issue (more pajeets and the clintons). But, when you have a full team operating under budget (as was stated in that article) then fire the skilled workers; HR (jews) is purposefully sabotaging the company.
