Like the landmark Title IX provision for sex-based discrimination, SNDA is enforced by linking compliance to federal funding for schools.

That right there should be a BIG RED FLAG. Or did you folks miss the news that the current interpretation of Title IX is slowly destroying American colleges with rising legal costs and the end of due process?

Start here I guess (HuffPo). Now do a news search for something like "college sexual assault lawsuit". People are suing colleges and universities from both sides, with accusers suing schools that don't do enough to protect students and therefore violate Title IX, and the accused suing over suspensions and violations of due process. 100 colleges are under investigation by the Department of Education's Office of Civil Rights, and I would expect another 40-50 schools to go on the list in the next year. The schools hire some lawyers, policy is changed, more students get expelled (or don't get expelled, it doesn't matter) and the lawsuits continue. Goodbye higher education.
