It's already a crime to file a false police report. Further, it doesn't seem like any of the incidents cited would qualify for prosecution under this law.
Not leaving after being asked to leave is trespassing, and calling the police about it is a legitimate report.
The fitness place is also a case of reporting trespassing. There isn't enough information in the article to show why the membership wasn't acknowledged, but in the end, even if someone has a membership, they can be asked to leave and trespassed if they don't. If the fitness place doesn't fulfill their contractual obligations that's a civil matter.
Calling the campus police because someone made you nervous isn't a false report, it's strictly factual; it's not like they alleged something was being done. If they're stupid about it it's up to the police to chastize them.
Boy trespassed when cutting grass, also strictly factual.
Threatened to call the police - so she didn't actually call 911 or report anything.
tl;dr This is just more virtue signaling and a useless law.
