The OPCW reports are full of holes. Not just this one, but pretty much all of them related to any alleged chemical attacks. For example, the tests and interviews that they conduct on 'witnesses' are mostly done out of Syria. That's right, read them for yourselves, most aren't even tested in Syria itself.
Then there are those witness testimonies themselves, many of which are offered up by White Helmets, or White Helmets affiliates. The White Helmets, if you aren't aware, are funded by the West, which, going by these reports ,looks like we are funding them so that they can tell us false stories about attacks being the Syrian government and NOT the rebels, and then it all somehow being justified that we act against them.
They also don't usually visit the explosion sites themselves and base a lot of their findings on social media posts and the like (open source). Basically, it's all a sham.
That was an old CIA Op to get regular forces comitted to Syria and no one bought it anyway. American opinion isn’t negative enough against Russia at this point for the US to invade Syria so Israel can have the Golan Heights Oil.

Gee, it's only been forever. I wonder what ever could happen to the evidence. It's almost like unless you go there quickly there won't be much opportunity to find evidence of the types of weapons being claimed.
