It takes a while to read through H.R.1697 (this bullshit bill) and see how it modifies laws already on the books, but none of this is fake. It's all there. The penalties are what the article says they are:

From H.R.1697:

“(j) Violations Of Section 8(a).—Whoever knowingly violates or conspires to or attempts to violate any provision of section 8(a) or any regulation, order, or license issued thereunder shall be fined in accordance with section 206 of the International Emergency Economic Powers Act (50 U.S.C. 1705).”.

Yup. 90% of that is fake. The only thing that isn't is the quote from the ACLU from what I can say and the ACLU position is questionable as if it's supported by the bill. The bill is to shield Israel from boycotts via the US export/import bank mostly by international organizations. Whether there is room to abuse that or what it looks like in the whole picture of the act it's amending is another story. It's not a 1A violation unless it's impacting those in America. Which I'm not sure it does without reading the other bill.
