Segmenting a network as large as the internet into two or more discrete networks doesn't necessarily make those networks an "intranet". Otherwise the entire internet is already an intranet, which it may as well be. Most of the world's internet users (China) use it from behind essentially an enormous firewall. Are they not a part of the internet? Are they an intranet? Intranet is a vague term, it doesn't describe anything concrete. Some things can be intranets at some times and under some situations, and also not be an intranet.

China is an intranet with routers to the internet.
