He does have a quad eyebrow thing going on but this clip looks like he's growing eye brows on his eye lids. So weird nobody who's calling this a conspiracy theory wants to show this clip. They just say "it's bad lighting, end of story!" Looks like fake eye brows to me.

This is a screen shot from your video which I then zoomed in on. Whether or not Trudeau just has retarded eyebrows, the clip doesn't look edited other than being zoomed in.

Edit: And here is Trudeau's official portrait. It sure doesn't look like his eyebrow is growing on his eyelid to me. But it sure does in the video.

It's just bad video compression. High-def video is still bandwidth-limited. Video codecs send "keyframes" (i-frames) once in a while, and in between, p-frames and b-frames are used to produce interpolated images. Tweaking compression parameters lets you have better-looking results for less bandwidth, but if you get the numbers wrong, it can produce weird artifacts like things jumping from one frame to another and lack of temporal resolution by moments.

And w.r.t. high-def video compression, I'm appalled when someone shows me their new 60" 4K TV when they hook it up to the cable box and you can see how shitty the video compression applied by the cable company is. They fake having a nice image by abusing the compression parameters, but the trained eye can clearly see the shenanigans. It's even more accentuated by modern TVs having all sorts of "advanced" image processing features. It's like those shitty Bluetooth speakers that sound like overly-processed garbage.
