There is no law against giving birth in the US if you aren't a citizen or even here legally. Happens every day. Matter of fact, any baby born within the boundaries of the US, even if their parents crossed the border just to give birth, is a US citizen. They are called anchor babies in many cases.
Sorry, but it happens every day. Women come to the US as tourists all the time and then give birth. They may deny entry if they think you are coming here just to have the baby or can't afford to pay for it but I doubt they would deny a Canadian. Considering one of the fathers is an American citizen they would be very damn likely to allow it.
