Could be the ones who have been bullied have gotten a taste of how much support and sympathy they get. When that dries up, they recreate the original incident to get more support and sympathy.

yea possible, or they are immersed in a culture of victim-hood already and see it as acceptable because everyone's is getting victim points and they don't seem to be which makes them scratch their heads with cognitive dissonance. Then the justification i.e. "by any means necessary" "The ends justify the means" ....
