It was a small epacket -- a special subsidized shipping option that the USPS offers Chinese merchants, effectively enabling them to ship a parcel from China to the U.S. for less than it costs to send that same parcel domestically
It absolutely sucks that China -> US sales are subsidized by the USPS.
There's an eBay scam that's actually much worse: You order something from China and they send you whatever, something different and cheap. You complain and they say, okay, send it back (which is cost prohibitive).
I think PayPal added some protection against this in the last few years; some program you have to sign up for.
Simple enough, go online and tell the Chinese government what is going on, and give them the companies' addresses on the return label. China is VERY public image concious, and will go after the guys doing it, even without a formal complaint from the U.S. government. Not that we should care, but when they catch guys doing things that involve other countries, esp. the U.S., the punishment is usually a one-way trip into the jungle. In the meantime, take your free stuff down to the flea market and sell it, a buck's a buck. I order from Wish.com often enough and have never had this issue. If I did, both would be my response.
