This is essentially a childish irresponsible "I betcha a million doll hairs" played out in public. She should be embarrassed and ashamed that she failed to put a cap on her public promise. Technically fraud, but stupid enough that nobody probably gives enough of shit to do anything about it. I didn't notice any mention of a public apology while skimming the article, but I can't imagine she hasn't, because that's the penance for public stupidity, but nowadays even that means shit because society has gone to shit and get off my lawn!

If I said I'll donate a million dollars to a good cause if you'll work for me full time for a month, and you deliver but I don't, that's a breach of contract, but if I misrepresented myself as being able to pay the million dollars when I couldn't, then I'd call that fraud, but I'm not a lawyer, so it doesn't really matter what I say. I have no idea whether I'm correct or not. I could go to the effort to find out, but it's not worth it to me. If you're still convinced that it's not fraud, that's fine; you're probably just as likely to be right, but to me it seems like fraud regardless of whether it technically or legally qualifies.
