you assume a level of spousal control which is simply non-existent in most normal balanced relationships, and then expect it to exist in a relationship with an addict in. Your SO might snap to attention when you bark orders at them, but most don't. A lot of drug addicts (alcohol is a drug) will engage in deceitful and misleading behaviour in order to continue their addiction.

if this were law I think it would be misleading to those who would come to rely on those scarlet letters, a lot of addicts will simply transfer the car into another family member's name to avoid the scarlet letter.

I'm working on the assumption that they are not being forced to associate. If you hang around someone who starts fires, I will suspect you are also an arsonist.

Then they are a bad judge of character, although I would say it depends. Kids are dumb, and do stupid stuff. I could see this if they are a repeat offender, but a single incident at a younger age (albiet retarded) is more excusable than the guy/chick that has 3.
