The oversight committe has a lot of power, but the only authority they have is making the House representatives (and the press) aware of their results and influence legislative decisions. They do not have the authority to file criminal charges; that's the job of the executive. They also don't have the authority to pass any actual legally binding judgment, that's the job of the judiciary. And the comitte shouldn't have it. That's the whole point of separating the legislative, executive and judicial powers of the State into independent branches. The biggest power the committe really has, is their broad power to supoena documents and testimony in a way that the executive doesn't have final veto power over, and then use those investigations as a basis to change the laws and close loopholes in regard to how transparent executive has to be. Sure, the various agencies under the executive can bitch and moan about "national security" and waste the committe's time with redacted documents, but ultimately if the committe chooses to remain persistent, they can get whatever they want out of the executive.
