That's usually how it happens

They quietly pass an outrageous law, preferably while everybody is on holidays or watching some TV stunt, then the next day everybody goes "wat???", people rant and shit for a couple of days, then nothing happens, people go back to business as usual, then years later, they start enforcing the said law, and when people freak out, they go like "You didn't know ? This is nothing new, this law was passed decades ago, everything is perfectly normal, everybody agreed on that already"

Governmental agencies have become so accustomed to looking at people's data as a routine part of their daily jobs that they simply can't even imagine having it taken from them any more than most people could now handle life without a phone. Daily operations are now fundamentally based on being able to track, search and exploit years worth of tracking and data of everyone who has participated in the system (which is basically everyone). Just about everyone now has access to it and it's getting worse by the year.

These laws are to eliminate one more inconvenient step in their daily process by removing rubber stamping judges from the equation.

It's a dystopian nightmare when a government becomes treasonous as a matter of daily routine.
