Do writers get paid when people check their books out at the library? I don't understand why we can't just read every book we want online.

No they do not. This is permitted because the physical copy was bought and put in the library. This is the "first-sale doctrine" in the US.

That would create a new copy every time someone viewed/downloaded it. You may agree or disagree with that interpretation and then agree or disagree on whether that is an acceptable use not not.
