That is because of how unemployment statistics in Germany work.

If you are in any kind of schooling program run by the labour agency, you don't count as unemployed. If you have a so-called "working opportunity with additional cost compensation" (i.e. a faux job that otherwise wouldn’t be done, such as collecting trash, with a small boost to welfare), you don’t count as unemployed. If you work any kind of job with a salary below welfare, so the state has to give you a monthly hand-out to even have as much income as on welfare, you don’t count as unemployed.

It is easy to count technically as employed and still be a net drain on society.
