Yes, there is some truth to all of that. The police all across history tend to side with their paymasters. And their paymasters ensure that they, the police, are the "right kind of people" who will know on which side their toast is buttered. But you can't take that understanding too far nor can you generalize how any one officer will sort out his allegiance. The benefit of the doubt must be placed on the side of the police upholding the Constitution.
