Mostly yes. I noticed there is an interesting inverse correlation: the better the jobs available to all, the less welfare is necessary; the worse the jobs available the more welfare is necessary.

In my opinion, all effort should focus in having great jobs. When good jobs are available individuals seek to work, is as simple as that. However, when shitty jobs is all that is left people really don't rush for them. (Wage slaving is a serious issue)

Naturally, I think a small safety net is always needed for exceptional cases; if my observation is correct, it can effectively stop people from actually become a real drag to society and won't create the dreaded welfare queens.

I firmly believe that the Internet is a double-edged sword.

While we have today such great access to information (enlightenment, truth), we are stymied by the fact that we may vent our outrage online. We may organize and commune online. A hundred years ago, likeminded individuals would pour into the streets when some new outrage was realized, and would commune and discuss such events in public areas such as pubs, city squares, etc. While there is little difference between the potential for outrage of today and that of earlier times, we now just release everything into the ether. There is little real-life impact.

Edit: If I am correct, then the enemy's current objective is probably to neuter the potential for the spread of truth while maintaining the "containment factor" of the Internet.
