Unconstitutional..
There's a little known federal law on the books that gives prisoners and their families, especially in jails were the accused is not proven guilty, in person visits as well as the opportunity to touch someone who isn't a jail employee such as clergy, medical staff, volunteers, etc.
Only allowing them to have video conference visits during incarceration, whether guilty or innocent, is cruel and unusual punishment for their families or other visitors, and them.
How are they to know their inmate is really alive and well if all they have are video?

They already charge a high rate for phone or anything else. This is a money grab and they cant ban visits
