Firefighter and likely also a paramedic. Most cities are having them pull double training, and I'd expect a firefighter who showed up at a medical call to be certified. And as the article said, it was general advice, and good advice to boot. The daughter was also old enough to deliberately claim it as the 'racist statement' which means she was plenty old enough to be told how to care for the patient. It would be just like a doctor telling a family member who came with the patient about the condition's treatments.

The article does not say he was a paramedic. The article does say the woman had not been eating fried chicken and that the house didn't even smell like it. I would not be happy if my doctor talked to my daughter about my medical condition. I think most people would agree that the advice "stop eating so much fried chicken" for a nosebleed, with no in depth medical examination, is misplaced at best. First responders only do a cursory exam and there's no way he's trained or had the knowledge to make that kind of diagnosis.
