It's because saying black people eat fried chicken is somehow offensive. Is it offensive to say that British people like to drink tea? Or Americans like hot dogs? It's a stereotype that, like all stereotypes, has a kernel of truth.

Firefighter and likely also a paramedic. Most cities are having them pull double training, and I'd expect a firefighter who showed up at a medical call to be certified. And as the article said, it was general advice, and good advice to boot. The daughter was also old enough to deliberately claim it as the 'racist statement' which means she was plenty old enough to be told how to care for the patient. It would be just like a doctor telling a family member who came with the patient about the condition's treatments.
