Yeah, plus they make a lot more money off of foreign and out of state students. It is generally about double the price.

Yup. I worked in University Administration, and was on the fiscal affairs committee. Foreign student tuition was 10 times higher than state resident tuition, next highest was out of state resident. The state capped foreign student admission at 25% but they had been slightly under 20% so they upped it.

They justified it by saying the money from foreign students essentially subsidizes the cost to educate resident students. But there were already challenges graduating students in four years in part because of overcrowded or unavailable class sections. And the regents still ended up raising tuition anyway..

Don't they already generally get subsidies from either state, federal, or municipal from letting in local state residents? Why is there differing price tags for residents vs out-of-state/country to being with?

Edit: and how is "10 times higher than state resident tuition" justified?
