Puerto Rico voted in 2012 to become a state. Congress did nothing on that one either. I expect they won't on this one. Voter participation was very low and it is obvious they want the US just to absorb their debt. I doubt many who voted for it realize their taxes will skyrocket as they pay no federal income taxes right now.
The excuse last time was that the ballot was "ambiguous". They took their sweet-ass time, but the ballot was crystal clear this time around. Vlthr turnoutbis low for two reasons: one of the parties actually boycotted the ballot (now they're going to somehow try using that in Congress to prove that they won in spite of it all), and the fact that this has been done before already. Only so many times you can cast the same vote before you figure you've got your message across.
