I'm not a finance guy so correct me if I'm wrong however the articles compares the current surplus to last year's surplus which I believe provides a meaningful conext to the fluctuation.

The U.S. government had a $182 billion budget surplus in April, confounding market expectations for a deficit, according to Treasury Department data released on Wednesday. The budget surplus was $106 billion in April 2016, according to Treasury's monthly budget statement.

Great idea. The biggest ever built with seating for at least a couple hundred thousand. And put it right in the middle of Wyoming or someplace similar. Call it Federal Stadium and hold the Congress Bowl there every year played between two high school teams chosen at random.

We can cut taxes after we've eliminated the national debt.

Cut spending before you cut taxes, otherwise you're just moving the money around and will still end up paying for it later.

Edit: I know you can't completely eliminate the debt, but reducing income without reducing spending won't help in the long run.

Downvoat for misleading title. This isnt a surplus. Expenditures for the year are to date are still a flood of red ink. This is positive cash flow in a single month that happens to see the largest tax revenues of the year. It's like putting on 20lbs in Jan - Mar, then losing 2lbs in April and calling it "weight loss". No, you still gained 18lbs this year.
