Canadian lawyer analysis here: 1) everyone in the FBI was upset with Comey's decision regarding Hillary's handling of the emails. They felt it discredited the FBI, that it was a political decision, and they lost confidence in their boss. 2) Comey is under so much scrutiny from the Democrats for allegedly having influenced the election with his November announcement, that there was virtually no chance he could or would put himself out there even more and prosecute the (presumably Democrat) leakers of the classified information. 3) he could not give a reasonable or straight answer on whether or not there was any investigation or charges forthcoming regarding the leaked classified information. Leaking classified information is a criminal offense, and I suspect there were many inside the FBI that did not feel it was being taken sufficiently seriously. 4) another FBI director can now come in and determine whether or not to forward Hillary's handling of the emails to the attorney general, as opposed to making the decision himself, as did Comey.

It did discredit the FBI. Not only did she commit a crime (http://www.cnsnews.com/news/article/susan-jones/comey-nobody-uses-1917-law-making-gross-negligence-crime)) that others have been prosecuted for in recent years for but she was probably the worst case in US history and to not even see the inside of a courthouse. Not only that but no one did who was involved, and they were given immunity. I ask you, how the hell does a laptop get immunity?! Why were people given immunity if nothing criminal was done?

And worse, it screams that there is corruption infesting all levels and branches of our governments. Political donations, secret meetings about yoga, 20 minute explanation of a million crimes followed by "well, she didn't intend to break the law, so she didn't break the law" ... my jaw fell so far through the floor that day. I always knew our government was corrupt, but Comey's original Clinton testimony was the most worldview altering experience I've ever had.

I don't think there's anything to "overrule" in the legal sense. Comey offered a recommendation. It's not like res judica (meaning, judgment rendered by a judge so no second trial) or double jeopardy (meaning accusation dismissed so you can't be tried for the same crime again). Another FBI chief can come in, assess the facts, and decide to refer the matter to the AG (which is what Comes should have done, instead of playing judge, jury and executioner all at once).
