What's annoying in this case is the (ab)use of the laws applied to fine the man.

They exist as a mechanism to prevent unqualified individuals from making serious decisions that might affect public safety. A private letter to the city from a citizen where he called himself an engineer represents none of the spirit of that legislation.

A reply from a properly qualified individual explaining the reasoning or even no reply at all would have sufficed, but they would rather twist legal language beyond its framing intent out of some sick sense of revenge.

EDIT: I had read another article on this but don't recall them mentioning his actions in quite this detail.

And in early 2015 he shared his proposal with the media, policymakers, and those interested in the traffic technology.

Here's the problem. It seems he went 'public' with his information by sharing it with the media and stamping his opinion as an 'engineer'. That actually would constitute a problem. The earlier article made it sound like he wrote a single concerned letter, but this sounds more like an campaign for public action, with him standing behind it signing off as an 'engineer'.

Even so. The proper recourse of government in this case should have been to review the claim with an engineer they trust to determine validity.

The purpose of these laws are to prevent "Uncle Ned" from pretending to be an engineer and committing dangerous fraud.

This guy is an engineer. He might not have a paper from the liscencing board (neither do 98%of the engineers I know) , but he meets the requirements.
