Is the Internet not sufficient for this? Or the library? Or friends? Do we really require a "specialist service" for this?
It just seems to me that there are a multitude of other options that one could pursue. Someone could even set up a group that wasn't run by the government that does the same thing, unless these people are being paid.
I just don't see a compelling reason why the government needs to run this, or why it needs to be done at home. As soon as you get rid of the at home requirement there are quite a few better and cheaper alternatives.
