It is ll in the wording. If you look at this BBC report.
I believe it all hinges on one word, "asked," no they weren't asked.
They didn't need to be asked.
So GCHQ could still have monitored Donald Trump, directly or indirectly, without being asked.
Also about monitoring electoral candidates, no, they don't do that, however, was he being monitored in another capacity?
One can only speculate. But I think I could come to only one conclusion.

This is looking like a runner. I don't know if someone saw this but it was mentioned on the BBC not long ago.
The fact that GCHQ never, never ever, comment on their operations and they made a strong rebuttal here. That they never bugged any presidents elect or presidential candidates but they didn't say that they would not bug an American citizen, they left so many holes in their statement that you could sail a cruise-liner through it.
My guess is that this is nefarious organised by elements in the security services of the United Kingdom, keen to create divisions between the US and UK.
