It also means the victims couldn't be questioned or interrogated, thus eliminating a source of leads for tracking down pimps.

Yeah, it entices pimps to force underage girls into prostitution, then dump them when they turn 18 (and the cops start arresting them). An 18 year old woman who had been a child prostitute for 4 years is only MORE fucked up when she can get arrested.

Better to decriminalize prostitution itself. This half-measure bullshit is just going to make more child prostitutes.

Locally, pimps post bail for teens, then make them work it off. The prisons act as brokers, essentially.
